- Unit 1: Identify and verify the need to contract service providers.ASSESSMENT CRITERIA5
- 1.1The nature of services to be provided, related to specific programmes, projects, etc, is identified with a view to obtaining an outside provider to deliver the service.
- 1.2Relevant stakeholders and role players are informed and their input incorporated regarding the appropriateness of the need for service providers.
- 1.3An outsource analysis is performed and justification document prepared.
- 1.4Budget is obtained for service provision.
- 1.5The relevant supply chain protocols and procedures are consulted to determine levels of authority, methodology for sourcing service providers (eg. tendering), and overall compliance criteria.
- Unit 2: Draft basic terms of reference (ToR) in order to outline the nature of the service provision required.ASSESSMENT CRITERIA4
- 1.1The nature of the service provision is divided into relevant clusters in accordance with the nature of the services.
- 1.2The specifications for the services required are outlined for possible service providers.
- 1.3Specifications are broken down into tasks or a statement of work.
- 1.4Updates are considered during the phases of the the contracting process.

- 1.1Most appropriate method to source the providers is identified for appropriate use.
- 1.2Most appropriate method to source the providers is implemented when required.
- 1.3Typical solicitation and bidding documents are identified and prepared.
- 1.4Solicitation techniques are understood and applied.
- 1.5The appropriate use of negotiation in sourcing is understood and explained.
- Unit 4: Service providers are contracted.ASSESSMENT CRITERIA5
- 1.2Applications/tenders assessed for most appropriate provider that meets needs.
- 1.3Recommendation is made as to the most appropriate provider.
- 1.4The service provider agreement is signed by appropriate authority figure.
- 1.5The decision of the appointment team is conveyed to all tenderers in writing.
- 1.6The negotiation process is understood and explained.
